A compliance answer is only as good as the authority behind it. In Pinrate, no rate version decides anything until two people have put their names on it — the one who wrote it, and a credentialed reviewer who checked it.
Drafted
A rate version is written against its source — the schedule, the publication, the district authority — and proposed. It cannot decide a shipment while it's still a draft.
Countersigned
A credentialed compliance reviewer — a different person — checks the draft against the same authority and signs it into force. Only then can it be cited in a decision.
The reviewing seat is held by a credentialed compliance professional with the publishing key for the jurisdiction — the same two-key discipline a bank applies to releasing a wire. What matters to your winery is that every rule deciding your shipments carries the signature of someone qualified to sign it, and that the signature is in the record.
And where a rule turns on convention rather than statute — an edge case, an ambiguity — it goes to a judgment register for the reviewing seat to settle. The engine queues the question; it never guesses the answer.
The publication record
Append-only, and open to inspection.
Each published version is stamped with when it took force. Nothing is edited in place — a correction is a new version, signed again. Every version below was countersigned by the credentialed compliance seat.
And when the data to decide a rule isn't there, Pinrate doesn't guess — it returns conditional and names exactly what's missing.
